  1. Thaw turkey medallions under refrigeration for 2 days in advance.
  2. Preheat oven to 425° Fahrenheit.
  3. In a tilt skillet, heat oil over medium heat.
  4. Add onion and carrot to the skillet and cook until softened, about 5 minutes.
  5. Add the garlic and cook for an additional minute, stirring constantly.
  6. Add the rice, salt, pepper, garlic powder, cayenne and thyme.
  7. Stir and cook 3 minutes to toast the rice and spices.
  8. Add the broth and bring to a boil.
  9. Add the broccoli and cover.
  10. Lower the heat to a simmer and cook 15 minutes.
  11. Stir in the lemon zest and milk.
  12. Transfer mixture to a full (12" x 20") hotel pan and stir in half the cheese. Scatter the other half of the cheese on top of the casserole.
  13. Bake 15-20 minutes or until cheese is melted and it reaches a minimum internal temperature of 160° Fahrenheit.
  14. Serving: To slice casserole into 50 equal portions, cut 5 rows along the 12-inch side of the pan and 10 columns along the 20-inch side. Hold in warmer at 140° Fahrenheit until service.
